The arms of iron between the State and the regions on the content of the future project contract (2007-2013) was launched Friday in Ile-de-France. The Monitoring Committee of the plan contract (2000-2006) made the balance to the region's prefect, Bertrand Landrieu, and the Presidents of general advice, conducted operations, and drew the priorities defined by the regional Executive in future project contract. To set its strategic axes, Marie-Pierre de La Gontrie, Vice-President in charge of the plan contract, went in recent months in the meeting of the departments and projects that could be selected among the strategic directions defined with them. And are not necessarily all those retained in the prefectural project. The two parties have until mid-October to agree, the adoption to intervene before the end of the year. "This calendar is insane, while we had developed nearly two years to discuss the current contract of plan," said Jean-Paul Huchon (PS).
Prior to any discussion, the region wants to reckoning with the previous plan contract, while the State was late in its commitments: on appropriations entered EUR 3 billion, its rate of achievement at the end of 2006 will be 80, while, on the regional share, amounted to $ 4.4 billion, this rate will reach 94. The concern of the elect concerns especially the financing of the additional costs of transit projects, which, at the time, were repelled. The tramway between Saint-Denis and teal, for example, saw its invoice fly from 35 million to EUR 120 million. Pending complete the envelope, the work was postponed.

Not the same priorities
"The regional Executive can design that these delays and the incremental cost of the previous CPAC do not object of particular attention in the development and the determination of the financial envelope future contract of projects", said the region. Because if the Ile-de-France is said to be ready to put on the table a sum equivalent to the previous seven years, namely EUR 4.4 billion, it will become not before mid-July the participation of the State. "Until then, he funded 40 of the plan contract, this amount may be revised downwards," fears the aedile.
Among the priorities, there again, the views. "We wish to see included leading the fight against social and territorial inequalities (transport and housing), said Marie-Pierre de La Gontrie, and refuse to summarize the issue of competitiveness to the Poles, as is the State. The ageing of the population has not taken into account. "Another demand of the region: reinstate operations that were not incurred in the previous plan contract, including transit. As those proposed by the prefect, the Executive asked. "The State wants to see registered including the Charles-de-Gaulle express link, while a Devedjian amendment pulled us the jurisdiction, and coverage of the RN13 at Neuilly," noted the President of the region.
Cultural equipment, the prefect has retained the Villette auditorium, but also the future centre d'Art de Boulogne. Concerning sport, equipment pushed back or JO, as the Olympic swimming pool and the velodrome of Saint-Quentin-en-Yvelines, are also in its list. "Is that such operations are the alpha and omega of a regional planning policy which justifies that they are in the plan contract, our response is not" taught Marie-Pierre de La Gontrie.
