I say this very clearly: it is not up to the ambitions we have for the France. "Even if it is had prepared, because the break marked by the growth in the third quarter, Dominique de Villepin made no secret, yesterday, his dissatisfaction at the announcement of the stagnation in the number of jobseekers in October (400 unemployed more), to 8.8 of the active population (see below). This second accident of course, after that of August, falls ill, at the time where the right is the penalty to the rise of the Socialist candidate, Ségolène Royal. It makes it more complicated compliance with the objective of the Prime Minister of an unemployment rate below 8 reduced current 2007.
Even if Jean-Louis Borloo, Minister of social cohesion, is convinced that the best is to come with the rise in support services to the person, the head of the Government resumed its refrain: "I want to immediately learn the lessons of the present situation and amplify our action." The new measures for the employment of young people (whose unemployment is "absolute emergency"), presented yesterday at his monthly press conference, however, are hardly revolutionary. The tax credit benefit of less than 26 years who accept a job in a sector which is struggling to recruit (Hotel-restoration, building, mechanics, agriculture, etc.) will be increased from 1,000 to 1,500 euros next year. "There are currently nearly 500,000 non-filled jobs" in these areas, the Prime Minister was justified. Similarly, the tax credit for the unemployed moving more than 200 km to find a job will be raised from 1,500 to 2,000 euros.

Renewed Christmas bonuses
Decisions made without knowing if, for the moment, these devices established last year emergency employment plan meet or success. The Finance Act evaluates to EUR 100 million the respective cost of the aid, without estimating the number of beneficiaries (the Government partly on 30,000 unemployed beneficiaries of mobility premium this year). Similarly, the request made to the NAE to quickly receive youth "little or not qualified at all", followed by the local missions, is modelled on previous initiatives. In fact, in addition to the specific measures for the automotive sector (read page 19), the main effort announced yesterday lies in new rehabilitation of research tax credit, whose funding will double in three years (see opposite).
While Nicolas Sarkozy has recently formalizing his candidacy in the presidential election, "Dominique de Villepin sought likely show that he was still Prime Minister and occupy the field", but "there is not the expected answers on the difficulties of French growth, on the difficulties of businesses to export, as unemployment is distributed upward", responded the PS spokesmanJulien Dray. The host of Matignon however has said its last word: he assured that the Conference on employment and income of December 14, with the social partners, would "identify concrete solutions." In the meantime, Dominique de Villepin announced the reappointment, become traditional, the Christmas bonus for recipients of the RMI and the specific solidarity allowance (ASS): 320 euros for a couple with two children.
