Unemployment moves faster in the suburbs than elsewhere. What measures do

The unprecedented crisis just cross strikes all the territories, without exception, including the popular neighbourhoods. It affects in particular the 25 years of age, whose unemployment rate worries me. I propose, with Xavier Bertrand, and to accompany economic recovery in the neighbourhoods, mobilize the palette of governmental measures for the employment of young people, and especially the contracts of autonomy. This device has already led to the signing of total of 38.000 contracts, with an output rate positive of more than 40, but more is needed. Similarly, we will, with Nadine Morano, focus on learning and change.

Do you see encouraging signs for the job

There is some good news. The rate of installation of business growing faster in the districts, up to 30 in some urban zones; where it is 22 in all other communities.

I note also that the status of autoentrepreneur, implemented by Hervé Novelli, is more widespread than elsewhere. It reveals the economic dynamism of our territories and the entrepreneurial spirit, including young people.

Observatory of sensitive urban zones (Onzus) is a mixed balance of urban free zones...

They have fulfilled their role, but it is normal, fourteen years after their creation, this device is changing. Eric Raoult, who set it in place when he was Minister of the city, chairs a working group which currently reflects on this subject and I look forward to the proposals by the end of the first quarter of 2011. Free urban zones of course have a cost, but we made the bet to give all local actors to break with the logic of assistance.

Health coverage of the districts is more difficult. What do you propose

The report of the Onzus shows that the State of health of the inhabitants, in particular young people, is less good than elsewhere. And this, I do not accept it. With the health regional agencies, we put the package to multiply the multidisciplinary health houses, there where the needs are greatest.

What do you think of the system of distribution of the aid specific to the policy of the city

The "priority geography" is sitting on a pile of specific designations - 751 sensitive urban zones (including 476 areas of urban remotivation and 100 urban zones), 2.493 neighbourhoods covered by urban contract of social cohesion. This situation is not optimal and must evolve. As recommended by the parliamentary mission animated by Pierre André and Gérard Hamel, we target the priority needs to avoid the dusting.

I am working on the development of new logic, allowing focus credits the policy of the city on the neighbourhoods that have the greatest need; I am thinking in particular of credits of intervention of the National Agency for social cohesion and equal opportunities (ACSE).

The associations denounced the clumsiness of the procedures for payment of subsidies.

What do you do

We will implement, as soon as 2011, short and simple circuits. I indeed gave instruction that the credits of the policy of the city are delegated to the prefects from the months of January and made available to the associations by March 31. I want at all costs avoid the State subsidies, which come support associations, are used to pay bank fee related to the delay in payment of credits. The action of the associations in the field is indispensable. It must support them and if, in 18 months, I can meet this challenge, it will be a very good thing for associations that work to the benefit of the inhabitants concerned.

Urban renewal sites won't suffer the rigour

Urban renewal launched by my friend Jean-Louis Borloo is a great success. Already, end of 2010, EUR 7.3 billion has been committed and 3.5 billion paid by the National Agency for urban renewal. I would like to commend the work of Gilles Carrez, rapporteur of the budget in the Assembly. With him and the Parliament, the Anru has the means to keep its objectives for 2011.

How to advance the policy of the city
